Who Should Get to Pay In-state College Tuition?

Recently, my state laid down requirements that college admissions programs obtain proof of U.S. citizenship in order to allow students to pay in-state tuition.

Before this, the colleges typically got residency proof from incoming students, but stopped at ensuring that students are actually U.S. citizens. Now, any college or university in the state admitting students on the lower tuition rate risks losing state funding.

It is hard to justify allowing those who are not even citizens of the country to pay subsidized tuition. It is even harder to give potential citizens an opportunity at a good education if they have to shell out a lot more money to attend college.
